In this part we will use the 2011-2012 Academic ranking of world universities see http://www.university-list.net/rank/univ-110071.html . In this ranking Universities were ranked using several indicators of academic or research performance, including alumni and staff winning Nobel Prizes and Fields Medals, highly cited researchers, articles published in Nature and Science, articles indexed in major citation indices, and the per capita academic performance of an institution.

A. Journals Publications
For each SCI publication the applicant will be given 8 points in case of being the corresponded author 4more points will be added to him (i.e. the total points will be 12) but if the applicant is a co-author 2 point to be added (i.e. the total points will be 8). See the list in www.isinet.com
If the publication has more than 4 co-authors the score scorer will be calculated as follow 4 times 8 divided by the total number of Co-authors
|2. International Journals Published in the G8
For the Journals published in the G8 (Canada, France, Germany, Italy, Japan, Russia, UK, and USA) the following will be the criteria: For each publication the applicant will be given 4 points in case of being the corresponded author 3 more points will be added to him (i.e. the total points will be 7) but if the applicant is a co-author 1 point to be added (i.e. the total points will be 5).
If the publication has more than 4 co-authors the score scorer will be calculated as follow 4 times 5 divided by the total number of Co-authors
|3. African Journals
For the Journals published in African Union Member states the following will be the criteria: For each publication the applicant will be given 1 points in case of being the corresponded author 2 more points will be added to him (i.e. the total points will be 3) but if the applicant is a co-author 1 point to be added (i.e. the total points will be 2).
If the publication has more than 4 co-authors the score scorer will be calculated as follow 4 times 2 divided by the total number of Co-authors
|4. Other Journal (Non SCI, Non G8 and Non African Journals)
For the Journals not published in African Union Member states, G8 or listed as SCI the following will be the criteria: For each publication the applicant will be given 2 points in case of being the corresponded author 2 more points will be added to him (i.e. the total points will be 4) but if the applicant is a co-author 1 point to be added (i.e. the total points will be 3).
If the publication has more than 4 co-authors the score scorer will be calculated as follow 4 times 4 divided by the total number of Co-authors

D. Number of Inventions or Patents
|III. Impact of the applicant’s research in Africa’s socio-economic development (10%)
In this section the Jury will identify the impact of the applicant research in Africa’s socio-economic development using the following

The Educational Research Network for West and Central Africa (ERNWACA) wishes to renew its Regional Scientific Committee (RSC). This body is responsible for developing and conducting the network’s research policy, and guiding and supervising its research activities.
Conceived at its inception as an informal forum whose key mission was to bring together West and Central African researchers in Education, ERNWACA’s contribution to the construction of a knowledge base on educational research and to its use for improving educational practice and formulating evidence-based policies in West and Central Africa, has been outstanding. Created in 1989 in Freetown, ERNWACA is present in 17 countries in West and Central Africa with a membership of over 800 researchers.

Le Réseau Ouest et Centre Africain de Recherche en Education (ROCARE ) désire procéder au renouvellement des membres de son Comité scientifique régional. Cet organe est chargé d’élaborer et conduire la politique de recherche du réseau, et d’assurer la supervision des travaux de recherche.
Conçu au départ en tant que forum informel dont la principale mission consistait à regrouper les chercheurs en éducation de l’Afrique de l’Ouest et du Centre, le ROCARE a apporté une contribution remarquable à la création d’une base de connaissances sur la recherche en éducation et à son utilisation en vue d’améliorer les pratiques d’éducation et d’élaborer des politiques axées sur les preuves en Afrique de l’Ouest et du Centre. Crée en 1989 à Freetown, le ROCARE est présent dans 17 pays d’Afrique de l’Ouest et du Centre et compte plus de 800 membres.

We have the pleasure of inviting you to submit your scientific work for the ISF, INTERNATIONAL SCIENTIFIC FORUM, 12-14 December 2013 which will be held at the “Vitrina” University, Tirana, Albania.
All accepted papers will be published as a special publication with an ISBN number. The author will be sent a printed copy of the publication after the conference finishes.
The papers will be also published in a special edition of one of the most Influential international scientific journals in South Europe, The European Scientific Journal (ESJ).
Authors of the accepted papers that will not be personally present on the event will be given the opportunity, on their request, to make an online presentation for the conference participants.
The authors of the accepted papers are not obliged to present their works (personally or online).
